Territorial targeting is one of the founding principles of the INDH. It was based on criteria and statistical data according to each program. In the following paragraphs, more details on territorial targeting and budgeting by program are provided.
Fighting against poverty in rural areas:
For the Rural Program, the national average rate of rural poverty was selected as the baseline. During the first phase, communes with a poverty rate equal to or greater than 30% were selected. For the second phase, this rate was lowered to 14% in order to benefit more poor communes.

Fighting against exclusion in urban areas:
During the first phase, targeting of this program has concerned urban neighborhoods cities and urban agglomerations with a population of more than 100.000 inhabitants. The identification of these urban neighborhoods was based on a series of data such as the unemployment rate, the size of the beneficiary population, the existence and extent of unhealthy housing, the infrastructure and basic public services, ... This threshold was lowered into the second phase in order to benefit agglomerations with a population of between 20.000 and 100.000 inhabitants.

Fighting against precariousness:
The program of fight against precariousness targets the marginalized and extremely vulnerable individuals. The targeting of the first phase concerned 8 categories of population namely:
-Homelessyouth and street children
-the ex-prisoners without resources
-the abandoned children
-the insane homeless people
-Women in situations of great precariousness without resources
-disabled people
-Beggars and vagrants
-poor elderly people
During the second phase, two new categories were introduced to benefit from this program:
- People with HIV / AIDS
- People with addictions

Transversal program :
The Transversal program targets project leadershow should be grouped in cooperative or partnerships and must belong todisadvantaged social classes, in particular:
- young unemployed, in precarious situation
- women in situations of precariousness and marginalization
- people with disabilities and active elderly
- engaged persons in handicrafts, especially those rare or endangered
- People with good initiatives in product’s local development
- people in need, carrying projects which encourage the creation of sectors
The INDH guidance note of 2011-2015 favored promoters organized in cooperative and/or economic interest groups (GIE) and encouraged the transformation of associations operating inincome generating activities (AGR) into these professional organizations.
